Microsoft Copilot in Social Care: Learning and Progress

This report shares findings from a national review of how Microsoft Copilot is being used across adult social care in Welsh local authorities.

Commissioned by the Welsh Local Government Association (WLGA) on behalf of ADSS Cymru as part of the Digital Social Care (DiSC) Programme, the work builds on earlier readiness activity and focuses on how AI is now being applied in practice, alongside the opportunities and challenges this presents.

 

What the report shows

The review highlights a sector that is moving from early exploration to more practical use of AI, with most local authorities now piloting or using Copilot in some capacity.

Key themes include:

  • Growing use of AI to support report writing and administrative tasks
  • Early evidence of time savings and improved workforce wellbeing
  • Continued need for clear governance, guidance and training
  • Variation in how local authorities are adopting and scaling AI

The report also reinforces the importance of maintaining professional oversight, with AI used to support practice rather than replace it.

This work forms part of the Digital Social Care (DiSC) Programme, supporting the national approach to digital transformation in social care.

The project contributes to the 'Brilliant Basics' pillar by helping local authorities:

  • Understand current use of AI in services
  • Build workforce confidence and capability
  • Explore how digital tools can improve delivery and outcomes

It provides an important evidence base to support safe, consistent and effective adoption of AI across Wales.
