The Children's Commissioning Consortium Cymru (4Cs) has undertaken an analysis of children looked after referrals, case studies and commissioning projects, including work by the Young Commissioners Group, between 2020 – 2025 in Wales, to inform the national needs analysis.

The implementation of the Health and Social Care (Wales) Act 2025 to remove profit from children's care, and sufficiency gaps in services, are drivers to ensure the external market can respond to the significant changes anticipated over the coming 5 to 10 years. The intent to effectively supplement a growth in public sector provision, to maximise the quality of choice of homes offering care and support. This report is intended to help providers consider the mismatch between current services and the needs profiles of children looked after, thereby supporting service planning or diversification for the future.
