The 2026 Senedd election marks the beginning of a new chapter for Wales.

As a new government takes shape, ministerial portfolios are established and scrutiny arrangements develop, ADSS Cymru is committed to ensuring that social care remains visible, understood and recognised as a vital part of Wales's public services.

ADSS Cymru represents the directors and senior leaders responsible for delivering adult and children's social care services across Wales. Every day, our members work alongside communities, families, health services and partner organisations to support some of the most vulnerable people in our society.

Through our post-election engagement programme, we are working with Senedd Members, Ministers, officials, committees and sector partners to provide clear, practical and evidence-led insight into the challenges, opportunities and priorities facing social care in Wales.

Our aim is simple: to help decision-makers understand the realities of social care, the contribution it makes to communities and public services, and the role it must play in shaping Wales's future.

Our priorities

Ahead of the election, ADSS Cymru published its manifesto and priorities for the next Senedd term, setting out the actions we believe are needed to create sustainable, high-quality social care services for the people of Wales.

These priorities focus on:

  • Sustainable funding for social care
  • Workforce sustainability and development
  • Prevention and early intervention
  • Service transformation and integration
  • Digital innovation and improvement
  • Children and families, including Electively Educated at Home learners
